NECO Invites Qualified Computer Centers Operators for Computer-Based Examination (CBE)
The National Examination Council (NECO), in its migration plans to switch from the traditional Paper-Pen Test (PPT) to a Computer-Based Examination (CBE) format starting from the 2025 November/December Senior Certificate Examination (SSCE) External, invites interested and qualified Computer-Based Centre operators to apply for registration with the council.
The report cited was made public and signed by Prof. Dantani Ibrahim Wushisi, registrar/chief executive of the National Examination Council (NECO).
Interested Computer-based examination centers must meet these requirements and guidelines to be eligible to register with the council.
Eligibility Requirements and Guidelines for CBE Centers Operators
System Requirments
- Minimum of 150 functional Computer systems/laptops with 10% (i.e.,15) backups with the following specifications:
- Intel Based processor: Dual-core Celeron/Pentium. RAM: 4GB, HD: SSD preferred, 32GB minimum, Windows 10, 10/100MB RJ45 Network Port, Browser (Latest versions of Google Chrome, Mozilla Firefox, or Microsoft Edge).
- Minimum 15-inch flat screen computer monitor for desktop or 17 inches.
- The computer system must be connected to a robust computer server with the capacity to carry a minimum of 150 systems currently.
- Provision of up-to-date anti-viruses and all the systems must be virus-free.
- All computers must be linked together in a star topology on a cable, Local Area Network topology(LAN). (Wireless computer connection is not allowed.)
- Switches must be on an uninterrupted power source throughout the examination.
- Gigabit switches are recommended, and each centre must have two backup switches.
Hall Requirments
- Provision of an individual cubicle with a minimum length of 26 inches, breadth of 18 inches, and height of 18 inches, and an appropriate seat for each system.
- Availability of adequate and functional air-conditioners and lighting.
- Availability of the prescribed CCTV network with IP cameras for monitoring.
- The CCTV must be cabled; no wireless CCTV will be allowed.
- Exposed or flying cables are not allowed in the examination hall; all cables must therefore be trunked.
- Network coverage: there must be a strong MTN or AIRTEL signal at the location of the centre.
- There must be enough wall clocks that will be visible to all candidates in the hall, as candidates would no longer be allowed to bring in Wrist Watches to the examination hall.
- Make-shift CBE centres are not allowed; all centres must therefore be dedicated CBT centres that are used and maintained as such all year round.
- The centre must not be in shared premises such as a cinema, shopping mall, market, etc.
Personnel and Facilities Requirement

- Availability of backup power supply (power generating set of minimum 40kva for a centre with 250 systems and UPS/inverters that can carry all systems for a minimum of three (3) hours.
- Adequate CBE personnel, two (2) technical personnel, and one network engineer.
- The CBE centre personnel (including technical staff) should be dependable and trustworthy. They are to be men of high integrity who can ensure the credibility of the examination process.
- Provision must be made for an adequate holding room or reception facility, e.g. canopy with chairs.
- There must be an internal toilet (inside the CBE hall).
- Adequate security personnel for the CBE facilities.
- The centers must be adequately fenced.

Centers that scale the application process will go through adequate inspection and accreditation and will be required to abide by all regulations stipulated by the council for CBE centers.
